The Republic of Mordovia (Russian: Республика Мордовия, Respublika Mordoviya; Moksha/Erzya: Мордовия Республикась, Mordoviya Respublikas) is a constituent entity of the Russian Federation. It comprises the Volga Federal District, one of the eight federal districts of Russia.

Geographical Location: The Republic of Mordovia is located in the central part of the East European (Russian) plain, in the Oka and Sura rivers interstream area, in the basin of the Volga river. The territory of the Republic extends from the West to the East for approximately 280 km. And from the North to the South it is from 55 to 140 km.
The Republic borders on the Ryazan, Nizhniy Novgorod, Ulyanovsk, Penza regions and the Chuvash Republic.
Mordovia resides in the densely populated and well reclaimed zone of Russia characterized by the temperate climate of the midland. The distance from Moscow to Saransk is 642 km.
Population: The population of the Republic as on 2011 is accounted 833,3 thousand people, 328,7 thousand of them –town-dwellers.
Average age is – 40,5 years.
National structure of the population, according to the data of the All-Russian population census (2002) is as follows: Mordva –31.9%, Russians – 60.8%, Tatars – 5.2%, other nationalities – 2.1%.
Population density – 31,6 people per 1 sq.km.
Territorial Subdivision: as on January 2010 the Republic comprises 22 municipal districts (17 urban and 375 rural settlements), 1 urban district of Saransk, 6 towns (Ruzaevka, Kovylkino, Krasnoslobodsk, Ardatov, Temnikov, Insar).
Territory Area: 26.1 thousand km2 (10,100 sq mi).
Main Natural Resources: Among natural resources deposits of raw construction materials are of the utmost importance. The republic possesses the largest deposits of marly-cretaceous mining and gaize used for production of high quality cement (known reserves exceed 360 mln. m3). A spacious deposit of Diatomaceous earth has been discovered (total reserves are estimated by 7 mln. M3). There are deposits of sands, clay, black fumed oak, peat (500 known deposits of peat of the total area of 9.2 thousand hectares with the reserves of 28.7 mln. tons).
Mordovia possesses forest raw-material resources. The stock of wood makes 110.5 mln. m3, including 27.5 mln. m3 of exploitable and declining wood. Rated wood cutting makes 1089.4 thousand m3, including 111.1 thousand m3 of conifer, 88.3 thousand m3 of hardwood and 890 thousand m3 of softwood.

The Republic of Mordovia belongs to regions with industrial and agrarian type of economic specialisation. The leading role belongs to industry. Its share in the gross regional product makes 25.2 percent. 17.4% of the gross regional product goes to agriculture, 14.0% – to trade and catering, 9.4% – to construction, 8.3% – to transport and communication (as on 2010). In the structure of industrial production the largest share goes to machine-building complex, construction and food industry. Share of manufacturing production in the republican industry makes 89.8%. |
Investment Activity
Favourable investment climate for investments attraction and business activities has been created in the republic. Normative and legal base offering investors maximum possible benefits and preferences has been established:
- reduction in profit tax rate paid to the republican budget of the Republic of Mordovia from 18 to 13.5 % for the investment project payback period but not longer than for 5 years;
- reduction in property tax rate from 2.2 to 0 % for the investment project payback period but not longer than for 5 years;
- granting delay or deferred payment of regional taxes for the period of up to 3 years and investment tax credit for regional taxes for the period up to 5 years;
- assignment of subsidies for partial refunding expenditures for paying interest for the use of credits of Russian credit organisations, allocating received credits for investment projects financing;
- rendering state support in the form of pawning the Republic of Mordovia property for provision of obligations satisfaction to credit organisations and organisations granting loans;
- granting preferences in land tax (in the competence of local self-government bodies);
- granting other forms of state support (rendering assistance in choosing land plots provided with necessary infra-structure; assistance in the process of co-ordination and attraction of funds from federal development institutions; rendering state guarantees of the Republic of Mordovia, etc.).
The relations between the Republic of Mordovia and an investor, implementing an investment project, are defined by an agreement, including obligations of the Republic of Mordovia on the state support as of establishing preferences unities in the course of analogous projects implementation, a complete list of reasons for termination of the agreement, legal process for settlement of disputes, including a possibility for international arbitrage attraction and liabilities of the investor on the investment project implementation, achieving a certain social and economic effect.
In the period of the last 10 years more than USD 5.5 bln. have been invested into the economy of the republic. In the structure of investments by financing sources a considerable part belongs to own funds of organisations, commercial banks resources, budget funds. By investment trends the most part of all investments goes to manufacturing production (32%), agriculture and forestry (11%), transport and communication (8%), operations with real estate, lease and services (14%).
A high level of infra-structure development has been achieved in the republic: high-quality roads, communication means and modern communications, a large railway junction, an airport, 100% provision of gas supply, a broad network of financial institutions and insurance companies are available.
In the last years modern high-efficiency enterprises for production of XLPE power cables, aluminium and copper rod, tractors, iron casting, colourless and coloured glassware for food industry, plywood, semi-dry concept cement, malt, new types of confectionary, frozen vegetables and prepared food, alcoholic beverages have been put into operation. A modern export-orientated plant for aluminium processing has been constructed, reconstruction of a sugar processing plant as well as an existing production of green peas and many others have been carried out. Production of power semi-conductor devices, converters, rubber ware, etc., has been developed. More than 100 investment projects are implemented in agriculture. 8 modern milk complexes for 1000 heads have been commissioned; construction of grain elevators, animal feed and seed plants are carried out.
A number of large investment projects are presently being implemented.
On the basis of cluster approach a new branch of industry – railway car building – has been developed. Construction of a new cement plant for production of super-efficient dry concept cement with annual output of 2.4 mln. tons is being finished.
For the purpose of competitiveness of the republican economy increase, innovative sector development, high-tech branches in accordance with the Strategy for Social and Economic Development of the Republic of Mordovia till 2025 implementation of investment projects for development of mass production of energy-saving lighting sources, initiation of high-tech industrial production with application of ultra-clean nanodispersed aluminium oxide, organisation of production of XLPE power cables of voltage up to 500 kV, development of production of semi-conductors on the basis of silicon carbide, construction of plants for wood boards production, super-efficient dry concept cement production with the capacity of 6 thousand tons of clinker per day and gypsum, modern cheese-producing plant is planned. It is also planned to build and put into operation milk complexes, large feeding houses and pig complexes.
Close co-operation with federal development institutions is carried out. Agreements on mutual co-operation with State Corporation “Bank for Development and Foreign Economic Affairs (Vnesheconombank)”, Russian Technologies State Corporation, Russian Corporation of Nanotechnologies (RUSNANO), etc. have been concluded.
Among innovative projects establishment of a Technopark in the high-tech sphere is of the utmost importance for the economy of the republic. The Technopark will allow creating necessary conditions for the innovative potential implementation and commercialisation of innovations.
Technopark-Mordovia
“Technopark-Mordovia” – is a territory of favourable conditions for development and commercialization of innovations, which unites science organizations, institutions of higher education and manufacturing companies.
Main purposes for establishing Technopark:
1) implement and increase innovative potential of Mordovia and Russia
2) provide timely comprehensive development of the territory for the convenience of investors and residents.
Technopark-Mordovia is in many ways oriented at innovation developments in main trends of economy modernization process, which were defined by President of the country Dmitry Medvedev.
Specialization of Technopark in Mordovia will be based on development of:
- energy-saving lighting devices, including the ones based on light-emitting diodes
- electronic instrument-making
- optoelectronics and fiber-optic technologies
- information technologies
Infrastructure of Technopark:
I stage – Information-computer complex
Main purpose of Information-computer complex is to render information, computer and telecommunication services and resources to the residents of Technopark, bodies of state authority of the Republic of Mordovia, commercial companies of the republic and country.
Information-computer complex of Technopark includes DATA-center of highest standard TIER-4, which has no analogues in reliability in Russia.
Information-computer complex of Technopark will be occupied mainly by software developing companies, as well as companies, which activities are connected with info-media, creation of information resources and databases with use of modern technologies.
Even now tens of developers of large-scale Internet-projects, large national and foreign companies are ready to make use of Information-computer complex.
Commissioning date is 2nd quarter of 2011. Its territory is over 5800 square meters, including 1600 square meters for IT companies.
II stage – Innovation-production complex
Companies, which carry out projects connected mainly with development of materials and components for electronics and element base for information-communication technologies, as well as optoelectronics, light sources based on light-emitting diodes, energy-saving etc., will be located within the territory of this complex.
These companies will be offered favourable terms for rent of office and production area, developers shall be provided with specialized, experimental, diagnostic, metrological, scientific-technological, manufacturing equipment.
Economic returns from this Technopark site of II stage of construction can be obtained in the near future.
III stage – Administrative complex with social and service infrastructure will consist of:
- office center with possibility of renting small-sized areas (30-80 square meters each) by differentiated rental rate;
- business-incubator (it is a modern business center with office infrastructure, designed for placing beginner small-scale entrepreneurs on competition basis. Individual working places for employees of “young” companies will be equipped with furniture, office appliances, Internet-access and local network);
- hotel complex,
- residential area for scientists and residents (different mechanisms will de available to provide scientific associates with housing: selling, renting, free of charge housing for the period of work in Technopark);
- recreation facilities.

Construction of this Technopark complex is planned to be carried out in 2011-2014.
The idea of technoparks implies uniting science, education and business in one place. Autonomous institution “Technopark-Mordovia” is designed to turn scientific discoveries into products, create stable business contacts for them and provide marketing. Commercialization of developments is of high importance to wide use of scientific achievements in social and economic sphere.
Over 50 Russian and foreign companies already expressed their intentions to become residents of Technopark. Developments and manufacturing application of new technologies is the main task of Technopark residents.
To accomplish these objectives following services will be rendered to Technopark residents:
1. Center of multiple-access to equipment, which will allow developers to quickly and cost-effectively carry-out tests and develop prototypes.
2. Center of intellectual property, which will render complete range of services on protection of intellectual property (registration of trademarks; patenting of inventions, production prototypes, utility models; registration of license agreements, etc.).
Construction
The Republic of Mordovia possesses a comparatively developed construction complex. Presently it comprises about 700 construction, 50 industrial and 20 planning and surveying organisations. In 2009 work for the amount of 14 414.1 mln. RUR on activity type «Construction» was carried out. 276.6 thousand sq.m. of housing, including 60.5 thousand sq.m. of mortgage, 66 km of gas-distributing system, 41.6 km of water-supply, 40.1 km of motorways were constructed and commissioned, more than 40 km of motorways were repaired.
The largest construction organisations are OJSC “Holding company “Saranskstroyzakazchik”, OJSC “Trest “Mordovpromstroy”.
Agriculture
Agriculture is one of the main branches of economy of the Republic of Mordovia which serves as a raw material base for enterprises of food and processing industry of the republic and the most important structure-forming sphere of the agri-industrial complex. Presently in the territory of the republic 94 large and medium agricultural organisations of different ownership, 1118 farm enterprises and more than 160 thousand private farm holdings of citizens operate.
More than 19.5 % of the total employed population are engaged in agriculture.
Agricultural area makes 63.5 % of the total land of the republic, 41.6 % belongs to arable land. Plant growing is specialised in production of grain (spring and winter wheat, barley, winter rye) as well as sugar beet, potatoes, vegetables and feeding crops.
Cattle-breeding is diversified and produces more than half of the gross agricultural product. Meat and milk and milk and meat cattle-breeding, pig-breeding, poultry breeding are priority branches. Agricultural products are supplied to many regions of Russia and abroad.
In 2009 gross agricultural product made more than 31.6 bln. RUR (growth rate – 107.2 %) or 19.8 % of the gross regional product.
As for January 1, 2010 in farms of all categories there were 295.8 thousand heads of cattle, including 102.1 thousand heads of cows, 294.2 thousand heads of pigs.
In 2009 production of cattle and poultry (in live weight) in farms of all categories was 112.7 thousand tons, (105.0 % to the level of 2008), milk – 440.4 thousand tons, (102.1 %), eggs – 942.2 mln. pc (117.5 %).
For many years the republic has occupied the leading position in the Volga Federal District and has been in the top five regions in the Russian Federation on production of cattle and poultry meat, milk and eggs per capita.
Programme for the Development of Agriculture and Regulation of Agricultural Products, Raw-Materials and Food Markets of the Republic of Mordovia for 2008 – 2012” is implemented in the republic. It is aimed at the improvement of quality and increase in agricultural production volumes.
Special purpose republican programmes “Development of Meat Cattle-Breeding in the Republic of Mordovia for 2009 – 2012” and “Development of Milk Cattle-Breeding and Increase in Milk Production in the Republic of Mordovia for 2009 – 2012” have been developed and are implemented.
In the framework of special programme of the Ministry of Agriculture of the Russian Federation programme “Development of Pilot Family Milk Cattle-Breeding Farms on the Base of Peasants’ (Farm) Enterprises for 2009 – 2011” is implemented. In 2009 10 family milk cattle-breeding farms were put into operation, 21 farms are being constructed.
Investment projects in the spheres of construction, reconstruction and modernisation of cattle-breeding and other production entities are in the course of active implementation.
In the period of implementation of national project “Development of Agri-Industrial Complex” and Programme for the Development of Agriculture 114 large investment projects are implemented in the territory of the republic. 45 milk complexes, of them 14 – for 1000 heads of cows each, 12 pig-breeding complexes with the number of 6.6 thousand pigs, a poultry plant for production of chicken broiler meat with the productivity of 50 thousand tons per year have been constructed, reconstructed and modernised.
In 5 years 23 bln. RUR of subsidised investment credits have been invested into agriculture.
Food and processing industry has been rapidly developing. Main contribution to its development has been made by large organisations – leaders in their branches on production volumes and formation of food markets. They are: meat-processing complexes of Propduction Group “Talina”, OJSC “Lamzur”, OJSC “Saransk Macaroni Factory”, OJSC “Tinned Food Factory “Saransky”, “Romodanovsakhar” LLC., OJSC “Dairy Factory “Saransky”, OJSC “Cheese-Producing Factory “Ichalkovsky”, OJSC “Mordovspirt”, Saransk Branch of OJSC “SUN InBev”, etc.
Construction of refrigerator terminal with the capacity of 10 thousand tons with the production line for shock freezing of vegetable mixtures in OJSC “Tinned Food Factory “Saransky” has been finished.
Reconstruction of “Romodanovsakhar” LLC. with sugar beet processing capacity increase up to 7 thousand tons per day is carried out.
Construction of cheese-producing plant “Sarmich” for production of hard cheese with the capacity of 500 tons of milk processing per day fit with high-efficiency equipment satisfying world standards is coming to an end.
Foreign Economic Activity
Development of foreign economic activities within recent years has been influenced by steady growth of industrial production and increasing demand for investments. Over 109 companies of Mordovia are involved in foreign trade. They have partners in 59 countries worldwide.
In the product structure of export such goods as aluminium and products made of it, electric machines and equipment, carriage rolling stock and its parts, wood and products made of it, lamps and lighting equipment, rubber and products made of it, pharmaceutical products prevail. Main export trade partners are: Kazakhstan, Belarus, Germany, Italy, Japan, Slovakia, the Ukraine.
In the structure of import 61.2 % goes to the near abroad countries. Main types of imported products are: parts of carriage rolling stock, production equipment, vehicles and their parts, animal feed. Main import trade partners are: the Ukraine, Belarus, Germany, the Netherlands, Norway, France.
Small and Medium Business
As on January current year (2011) 23 264 small and medium enterprises, including 160 medium and 1369 small enterprises operated in the Republic of Mordovia.
Development of entrepreneurship in the republic is provided basically by implementation of development programs and state support of this sector of economy. 6 such programs have been implemented. Presently Complex Programme for Development and State Support for Small and Medium Entrepreneurship in the Republic of Mordovia for 2011–2015 is under implementation.
Main trends in the support of small and medium business in the Republic of Mordovia are creation of infra-structure, decrease in tax and non-tax take, financial support, property support, legal, informative, consultative and methodical provision, elimination of administrative barriers.

The number of population of the Republic of Mordovia for January 1, 2010 made 826.5 thousand people. The share of urban population was 60.7 %, rural – 39.3 %. The number of economically active population in 2009 made 464.1 thousand people. The level of unemployment according to the methodology of International Trade organisation was 5.4 %, registered unemployment – 1.7 %. History
The indigenous population – Mordva, is ethnically heterogeneous and consists of the two groups: Erzya and Moksha. Ethnonym “mordva” was for the first time mentioned in the work of the Gothic historian Jordan (VI century A.D.). The country “Mordiya” was familiar to Byzantine Emperor Konstantin Bagryanorodny (X century). Ethnonyms “Erzya” (arisu) and “moksha” (moksel) were found in the message of khazar kagan Joseph (X century) and in travel notes of the monk-traveller V. Rubruc (XIII century). Starting with the XI century ethnonym “mordva” in different spelling was repeatedly mentioned in Russian chronicles (“Tales of bygone years“, XII century).
Long and complicated process of Mordovian lands entering the structure of the Russian State finally finished only with the collapse of the Kazan khanate in 1552.

On the way of creation of modern form of national and state formation Mordovia passed several stages. In July, 1928 the Mordovian Okrug was established as constituent entity of the Sredne-Volzhskaya Oblast. In January, 1930 it was reorganised into the Mordovian Autonomous Oblast. On December 20, 1934 the territory acquired the status of the autonomous republic. In December, 1990 it was reorganised into the Mordovian Soviet Socialistic Republic and in January, 1994 renamed into the Republic of Mordovia. Present Constitution of the Republic of Mordovia was adopted on September 21, 1995.

| A large number of archaeological, architectural and cultural monuments have been preserved in Mordovia. Main architectural monuments of Mordovia come up to the XVIII – XIX centuries. These are: Makarovsky Pogost (village Makarovka not far from Saransk); its ensemble includes complex of St. John the Evangelist Monastery and former country estate of Polyanskye, Savior-Preobrazhensky Monastery in the village of Uchkhoz (the XVIII century), on the right bank of the river Moksha near the town of Krasnoslobodsk; country estate of I.A. Arapov in the town of Kovylkino, (beginning of the XIX century), landowners’ house, stable and other household building have been preserved there. For the beginning of 2010 there were 5 theatres, 5 state concert organisations and independent groups, 545 mass libraries, 23 museums. The largest museum is Mordovia Republican Museum of Fine Arts named after S.D. Erzya. It is a large scientific, research and educational institution of the Volga Region where a unique exposition of sculptures by S.D. Erzya – a world-wide famous sculptor – is kept. |

Education
The republic possesses all the necessary institutions of higher and professional education. All compulsory institutions have broadband Internet access; they are equipped with modern computer and office appliances – per 11 school children there is one computer.
The Republic of Mordovia is the region with a significant educational and scientific potential. 3 institutions of higher professional education and 6 branches of accredited higher educational institutions of the Russian Federation operate in the republic. 43.2 thousand students of 9 specialities (489 students per 10 thousand people) study in higher educational institutions.
Mordovia State University named after N.P. Ogarev is one of the leading universities of the Volga Region.
In 2010 State Educational Institution of Higher Professional Education “Mordovia State University named after N.P. Ogarev” was included into the number of universities which were granted the category of “Scientific Research University”; it received the category of expert organisation in the sphere of regional utilisation and saving of energy. In co-operation with OJSC “Electrovypryamitel” the University won the right for receiving subsidies for implementation of complex projects for initiation of production of power electronic devices and converters.

Sport

Special attention is paid to the development of mass physical culture and sport. This trend is one of the main priorities in the social policy of the region. A unique sports infrastructure recognised both in this country and abroad has been created. A network of sports facilities counts more than 2000 different venues.
In the last 5 years the share of population regularly training sports has increased by 3 times and reached 30 %. A number of children training in sports schools increased up to 20 %. In 2009 at the World Championship in track-and-field athletics in Berlin, Germany for the first time in sport history three athletes from Mordivia won gold medals in race walking (S. Kirdyapkin, O. On 11-12 April 2011 the International Association of Athletics Federations Council Meeting at Daegu, Korea approved the Logo and the Timetable for IAAF World Race Walking Cup to be held at Saransk, Mordovia, Russia on 12-13 May 2012. |

Centre of Finno-Ugric Culture
Recently the Republic of Mordovia has very often been the centre for important events not only in the life of Finno-Ugric peoples of Russia but of the whole world.
In September of 2006 with the support of President of the Russian Federation Vladimir Putin the Volga Region Centre of Cultures of Finno-Ugric Peoples was open in Saransk. It includes museum and ethnographic complex on the base of Centre of National Mordovian (Moksha) Culture in the village of Staraya Terizmorga of the Staroye Shaigovo municipal district with the main mission of the revival of Mordovian folklore, traditional arts and crafts; National Library named after A.S. Pushkin – main holder of the biggest collection of papers on the history of Mordovian ethnos, after the reconstruction it will become the largest Finno-Ugric bibliographic and information centre; Mordovian National Drama Theatre. Starting with the spring of 2007 on the base of the Centre all-Russian news-paper “Finno-Ugric Paper” has been published. International and Russian forums, scientific and practical conferences, festivals, exhibitions and congresses have been held in the republic.
In summer of 2007 a three-party meeting of the leaders of Russia, Hungary and Finland was held on the Mordovian land. The republic was a hospitable hostess for the First International Festival of Cultures of Finno-Ugric Peoples “Shumbrat, Finno-Ugria!”.
In November, 2007 Internet-site of the Volga Region Centre of Cultures of Finno-Ugric Peoples was launched. One can find information on the history of the people, national cuisine, habits and traditions of ancient Mordva, its singing culture and national costume there. Besides, recently interactive Russian – Moksha and Russian – Erzya phrase books have appeared there. Now everyone who wants can all alone study basic conversational Mordovian language on-line.
With the purpose of the development of close connections with the diaspora university education of applicants from other regions with compact residence of representatives of Finno-Ugric nationalities is provided. In Internet a TV-portal of the Finno-Ugric Cultural Centre of the Russian Federation “Finnougrovidenye” operate (www.fusee.tv).
In the framework of the development of the Centre of Finno-Ugric Culture it is planned to finish the construction of National Opera and Ballet Theatre named after I.M. Yaushev, a new building of the National Library named after A.S. Pushkin, Institute of national philology and culture of Finno-Ugric peoples, creation of museum and ethnographic complex in the village of Podlesnaya Tavla of the Kochkurovo municipal district.
